Actually, not a bad-looking fence, but the height is dominating and it is right on the edge of the highway (back of a footpath). You need planning permission for this because it is on the boundary and more than 1m high, and in this case, it is in a neighbourhood characterised by the open-fronted nature of the properties.
It might pay to stain the fence a dark colour, reduce the height slightly and go with a revised application, otherwise, if it were stepped back 1m from the footpath and 2m high it would be debatable if it needed permission, and some soft planting on the front would address the neighbourhood issue.
