Listed buildings are sensitive and protected for good reason, and there needs to be an experienced considered approach to making alterations or adding to these Heritage Assets. The agents who have prepared and submitted this scheme are consulting engineers and it shows in the designs. Engineers are not the right people for the job. This needs at least a qualified architect, if not a Conservation Architect to gently see the process through to a more successful conclusion.
