The reason for refusal on this application, refers to the scheme, and that it would detract from the visual amenity of the established character of the landscape, as defined in the Bosham Neighbourhood Plan
Neighbourhood Plans are documents carefully assembled by the local community, and when they are adopted as a Supplementary Planning Document then any planning applications in the areas covered by the plan, must be in accordance with that plan. In this case though, the application is judged to detract from the character, and that in the end is a matter of interpretation.
The design of the garage however is not great, there are two large flat roofed dormers front and rear, and a long horizontal window on ground floor level, which do not fit within the context of the steeply pitched roofed structure. The scheme appears to be timber clad, which understandably has a rural feel, but the site photos attached to the application show the main house as having smaller windows, white rendered walls, brick arched windows and red-clay tiled roof. We note that the planning applcation has been taken to appeal, and it will be interesting to see the results of this in due course.
PAPA Says - A revised application with re-designed garage elevations, and a coloured street-scene showing the building in context in the landscape could go a long way to overcoming the issues on this scheme.
