This application is on vacant land in the centre of Halstead, located here, and close to a series of WWII air raid shelters, warden hut and surrounded by listed buildings. On this basis the site is sensitive, but it is in the centre of the town of Halstead and so the location is highly appropriate for housing. Braintree Borough Council
There are a series of reason for refusal, one of which refers to An assessment of the impact on the nearby listed building and the Halstead Conservation Area cannot be carried out without detailed information with regards the long term maintenance of the aforementioned assets.
There are a significant amount of objections to the application, probably not surprising as the land is surrounded by housing and the residents currently enjoy a degree of privacy and views across this open land, but the application also refers to fly-tipping which would be gratefully removed with the development of this site. The Architects now have a series of issues to address in the refusal, and will need to address each of these with the developer, and see if they can be overcome.
This is typical of sites of this nature, which raise a long list of concerns and by the time these have been addressed the development is no longer commercially viable. There needs to be some form of flexibility by all parties concerned in order to develop sites of this nature which are very well located but needs a push to be developed, there will never be the support of all parties but the planning committee and the planning officers have to be pragmatic.
PAPA Says - Address the main reasons for refusal, make sure it is still viable, make the designs more simple and the details relate more sympathetically to the nearby listed buildings, work with the LPA, go again with a planning application and then to appeal, maybe supported by some figures on financial viability.
