The reason for refusal is The design of the proposal fails to show adequate regard for the form and character of the existing building, resulting in an incongruous dormer feature partially visible within the public realm, which has an adverse impact on the character and integrity of the building, the wider street scene and the wider Conservation Area.
On the face of it, this seems another very ambitious scheme on a property that really cant stand the additions. But with more detailed inspection, the proposed addition at roof level on the rear is very modest, this to provide a bathroom and space for anther bedroom in the roof. immediately adjacent this is a significant, ugly box addition to the rear of Barclay Bank, which no-doubt was granted on the basis of Barclays providing valuable employment in the town centre, for how long is the question.
All town centres are in need of people to populate the street and keep the shops open, and if this is to bring 3 more occupants into the centre, then a few changes to the roof, barely visible should be accommodated.
PAPA Says - There is little option here to revise the scheme here, the ground floor shop needs to be retained. we would go to appeal strengthening the points made above.
