This application is for a large triple garage with rooms above, in a position where there is already a planning permission for a triple garage. The reason for refusal is clear, The proposed raised eaves and ridge height, combined with the multiple dormers within the roof form, would result in the formation of a building with an unacceptable bulky roof form and contrived design, failing to appear subservient to the main dwelling.
We can see why this might prove to be unacceptable. It is OK to have rooms above garages, but with this series of dormers the building tends to take on a new level of scale.
PAPA SAYS - with the raised eaves and ridge, the roof space could probably still house a reasonable sized room without the need to include dormers, remove these and try again, it would be difficult to refuse this.
