The reason for refusal here is given as The proposed front dormer, to the eastern roof slope, and rear dormer, to the western roof slope, by virtue of their size, design and location would create dominant and discordant features on the roof slope which would be prominent in views from The Marina and Sandown Road respectively. The dormers would consequently not be sympathetic to the local character and would fail to add to the overall quality of the area.
We can see why this applications as been submitted, look at the views from the rear of the house, across the open sea! the most sensitive elevation has to be the rear elevation which includes theses views. The supporting information shows other examples of dormer additions to the frontages along the Marine which are varied and quirky, the problem with this scheme as refuses is that the rear proposal incudes the additions of a large solid box at roof level which creates the desired space and then a standard window inserted. This changes the fairly simple existing form of the house and is detrimental.
The proposed fully glazed dormer to the front elevation is much more elegant and adds to the to the character of the street scene.
PAPA Says - Depending upon the priorities of the applicant, and the stance of the Local planning Authority, the balconies are always going to be a problem with planners and neighbours. Re-design the roofscape to the rear, use the Permitted Development rights as a negotiating tool, design something similar to the front and create a more elegant addition and then go again, the other examples along 'The Marine' show that it is possible to achieve something of this nature, but it will take some negotiation with the LPA.
