Equestrian facilities are usually acceptable forms of development in the countryside, even Greenbelt, and so the refusal states The proposed development would be inappropriate development in the Green Belt and, therefore, harmful by definition. The decision then refers to the appropriate policies in the NPPF
Clearly the addition of buildings and large flat areas for horses and cars will affect the visual setting of an existing field, but surely using a field for horses must be considered a countryside usage, and therefore should be acceptable in principal?
